Mal.. sorry Han.
To be more elaborate in my choice, both would fire and have fired without much sign showed before hand. I however, beleve that Mal could take alittle more damage than Han. Don't get me wrong, Han has seen his own share of trouble, but we've seen Mal go through alot more.. going by soley the movies and the Firefly series, no comics/books.. I haven't read any of those. Oh and Mal loves head shots.

Mal got shot point-blank in the gut, and still outgunned the baddies and lived long enough alone to repair his ship. He's undergone extensive torture, and even had the clarity during one such episode to talk Wash through it (arguably the most *****-assed, yet well-loved character on the ship).
Solo was merely tortured by Imperials, under the direction of Darth Vader, and then frozen in carbonite. I don't know that he has ever actually been shot.
Now, this could attest to his being "that damn good" (to borrow from Triple-H), but I'm more inclined to believe that Han is just crafty enough to avoid being confronted by anyone with any skill. So, since Mal is very skilled, I think he could take Han. Even if they both took a hit, I think Mal would live longer, and survive the encounter.
Of course, then he'd have one pissed off Wookie to deal with. However, Jayne could probably take Chewie...but that's another Deathmatch.

A long, long time ago, yet somehow in the future. So Han's not even been born yet, if you're looking at Harrison Ford's current age.

Han in most situations, but straight up gunfight, quick draw and accurate at 10 meters. I'm still leaning Mal. Run in gun situation using cover like an old western shoot out? Mhhh closer, maybe even a tossup, but Mal has been shown to have more success at personal violence.
Gun power is not a factor. Sure blaster/plasma whatever may hit a little harder, hell may hit as hard as the Force Fanatics say (gigaton equivalent). But unless Han is Kryptonian or something he is an unarmored human and Mal's weapon (lots of theory's about Firefly slug throwers) is anything from caseless .44 round to mini railgun. Human hit well by either is dead.
The whole Greedo thing is BS Han shot first, but along the same vain Mal simply put a round in the Agent's head in the series pilot, no regrets, locked one of his crew in an open airlock as the ship was climbing to orbit, and just threw a guy in spacesuit into deep space. Pretty much equal dark antihero mojo there.
