You can see details here. (http://boards.cityofheroes.com/showflat.php?Cat=0&Number=2092861&an=0&page=0#Post2092861)

The more exciting aspect is that Lighthouse had previously posted that the plan was to put Issue 9 on test after this new patch. So, I'm going to call that Issue 9 hits test within the next two weeks. I was thinking that they might put it out soon after the Valetine event ends on the 4th.

That would be pretty sweet. Especially since I have the 5th off. :D

Aid Other/Stimulate/Aid Self - changed animations so they are more properly interrupted by movement and have less “skating”

Eat that PVP junkies...*waits for the crys of "OMG AID SELF WAS NERFED!!!!!"*

I was about to see if Issue 9 was in it when I saw the topic title. :D

Hopefully it will be soon, though, I'm interested in some concrete info about Inventions.

Already? Jeez, people can say what they want about the CoH devs, but it really seems like these updates are coming out fast. I still haven't done the Faultline stuff yet, or all the Safeguards. Woo to CoH!

Well, I think the reason this issue came faster is that most of this stuff was planned to be in Issue 8, but got pushed back so the issue could come out in a timely fashion. In other words this is the second half of the movie that was filmed at the same time as the first one but was seperated into two movies for more profit. Call it Issue 8: Revolutions or Issue 8: At Worlds End.

I have to agree with Joe on the Dev and management team over at Criptic, Since management changed over there they have at lease been some what reliable about getting the content updated and out to the masses on test in a timely fashion. I work with developers and the only thing I can state is that this team is focused on having issues out almost quarterly, plus 4 + events a year. That is an update about every 1.5 – 2 months.

No, they don’t always listen. But you can’t make every one happy. At least, there producing content and trying to fix things as they go along. At least there being constant, not like with I2, I3,and I 4.

If this was any other MMO, we would not get this much constant attention. With updates and content. Aside from the community, this is the only reason I pay to play.

I am actually excited about what is supposed to happen from I9-I12, this should be a good year. I look forward to interacting with you all more.

I9 has to hit test soon. It will need almost as much testing as all previous issues combined to get inventions sorted out.

Really not crazy about this rooting stuff on my blaster...

Hmm? What powers that damaged enemies or debuffed enemies didn't already root you while activating?

I think there were some. It's now consistent, instead of there being some powers that root, and some that don't. And it's certainly better for some that the powers that DON'T effect enemies now don't root you. But there have been some trade-offs, some bad for the good.

I don't have any exact details, though, I'm sure it's just some individual power that was inconsistent, and everyone got used to it being that way. Or who knows, maybe there's some misinformation being spread around. That certainly happens a lot.

I think Aid Self is going to be the biggest change complained about. Although that's not a power that effects enemies, so it shouldn't root you because of that, it's because of the interrupt. :D

Agreed, not really crazy about rooting to begin with. It was the whole reason I didn't take Unyielding Stance for a long long time.

Well, yeah, but that's ROOTED. As in, unable to move as long as it's on. This is just having to stop moving during the animation.

Like when Practiced Brawler recharges, and whatever you're doing, from fighting to just running across the zone trying to get to your mission, is interrupted by "Whoosh! I am Ninja Man! Watch me strike my Ninja pose!"

(Why do I get the feeling I'm missing something important? Is there actually something now that roots you while it's on?)

And it's certainly better for some that the powers that DON'T effect enemies now don't root you.

"• All ally buffs (AOE and single target) will root."

Unless it's a buff.

"• All ally buffs (AOE and single target) will root."

Unless it's a buff.

Ah, I didn't catch that.

That seems consistent, though. I seem to remember the AoE heals rooting.

From what I understand (and correcting for the above) I believe it is this:

All self buff toggles: Do not root
All ally buff toggles: Do not root
All self buff click powers: Do not root
All ally (and self if PBAoE) click powers: root
All enemy debuff/damage toggles/click powers: root
Any interruptable power: Does not root, but moving interrupts

This shouldn't effect Blasters (you will have no AoE ally buffs) it's Defenders and Controllers that should see the difference. For Blasters and Scrappers/Tankers that have self buff click powers, it should be an improvement since now they will not root you. Any exceptions will be individual powers that previously broke the rules above.

[edit] Actually, it says in the patch notes that AoE heals will NOT root. So that will specifically break the rule that all PBAoE buffs root. (Since a heal is a buff)

Also, it looks like self rezzes will root. However, the previous disorient associated with Awakens is apparently being replaced with an immobilize. So I am VERY happy about that. (I'd taken to using a Break Free anyway to cancel the effect. At least now I can put up my defenses or start Rest without having to resort to that)
