Free Respecs

This is probably gonna be a dumb question, but well when these were handed out I was playing WoW. I opened up my FIre/Ice tanker Parrot Man today and it tells me that I have a free respec. How does one go about cashing that in?

Yeah, for the free respecs you can simply type /respec anywhere on the city maps.

For the normal Terra Volta ones you have to go to Jack Wolffe in Galaxy City

More specifically: I've been trying to find a good AR/Dev build for Shadow. Anyone able to point me in a good direction? I tried searching the official forums, but didn't really find anything.
