Here, the leaders of Malice in Wonderland may post and amend the system for promotions through the ranks. As always, Ringleaders and Councilors may overrule these standards depending on justifiable circumstances (ie. a Captain from another Supergroup wishes to defect to us and will accept Hardcase rank or higher as a condition for his defection).
From lowest to highest, the ranks and their standards are thus:

Scoundrel
Hardcase
Ringleader
Council of Malice
Goon: Pass the initiation into our merry band of brigands. Being a paranoid pack of madmen and malcontents, we don't trust anyone straight off the street; You will never see one of us broadcasting a cattle call atop Fort Darwin. An initiation trial (or "hazing", in sadistic parlance) shows the Malice leadership that the initiate isn't joining us on a whim that may dissipate tomorrow, while at the same time gauging the initiate for the perception, creativity, liquid thinking and other unconventional virtues that we value in Malice in Wonderland. The nature of the trial depends on the leader who hosts it; Kryogentic prefers subjecting the applicants to public humiliation just to see if they possess the self-depreciative humor or entertaining talents to go through with it, while Bloodywedd is more given to riddles or race-against-the-clock scavenger hunts.
Scoundrel: Accrue 30,000 Prestige. Alternately, Bloodywedd has been known to offer this advanced rank to initiates who rate a perfect score on her tests; Finding six or more of the ten maps hidden in the base nets an initiatory Goon rank, but finding all ten in three minutes is good enough for Scoundrel. No initiate may enter Malice in Wonderland at a higher rank than this.
Hardcase: Accrue 100,000 Prestige. Alternately, a Scoundrel who represents Malice in a public event (a Radio Guru event, a roleplayed wedding crash at a roleplayed wedding, a Supergroup rumble in the Arena, et cetera) may be promoted to Hardcase, if sufficient initiative was demonstrated. Save your screenshots and chat logs, Scoundrels...just in case. ;)
Ringleader: Here, the challenges begin. A Hardcase who accrues 200,000 Prestige and/or represents Malice in the global sector (even out-of-game, ie. drawing Malice art that gets accepted and posted on cityofheroes.com or somesuch) or in a supergroup event involving three or more supergroups (Hero or Villain) may challenge an existing Ringleader or Councilor for Ringleader rank. If the leader finds the Hardcase's claim acceptable and agrees to the challenge, the leader may issue a challenge or quest involving several questions which must be answered or several tasks which must be accomplished. A pop quiz with ten questions about cartoon shows would be one possibility; Another challenge would be that the Hardcase must give the Ringleader or Councilor one large Inspiration of each type, taking however much time and whatever measures were needed to find them. Alternately--in a precedent started by Bloodywedd, as she is a big believer in the powers of chance, fortune and dumb luck--a gamble could be used, ie. the leader and the Hardcase throwing dice to gamble for the Hardcase's rank; Ringleader rank is granted if the Hardcase beats the leader, but the Hardcase is demoted to Scoundrel if the leader wins. Hardcases who fail a trial for Ringleader may try again in one week (or possibly longer, if the leader decides that the Hardcase really screwed the pooch on that challenge).
Council of Malice: "To be the man, you have to beat the man." Like a true pack of rogues and anarchists, the only way to attain the highest stratum of leadership is to demonstrate superior worthiness by directly confronting Bloodywedd or any other existing Councilor in a one-on-one duel. The Councilor may refuse the challenge if the Ringleader is deemed unworthy ("You just put on Ringleader five minutes ago! Get out there and sow some chaos first...."). The weapons for this duel--chosen by the challenged Councilor--may be direct (in other words, a PvP duel) or conceptual (ie. An opposed riddle contest, Bilbo-versus-Gollum style); Cheating may be forbidden, allowed or even encouraged, depending on the Councilor's tastes. If the Councilor yields or is defeated, the Ringleader becomes another member of the Council of Malice; The existing Councilor is not demoted. If the Councilor wins the challenge, then the defeated Ringleader must be put in his or her place either with a demotion to Hardcase or--if the Councilor is gracious--with an imposed punishment that will be announced here and possibly in the Message of the Day as well ("Pirate Apparitia took on Bloodywedd and got trounced. For one month, the Pirate must greet ANY other Wonderlander by flapping her wings and saying 'GUESS WHAT? I'M A CHICKENBUTT! CLUCK CLUCK CLUCK!' Be sure to tell Bloodywedd if the Pirate fails to do this."). The defeated Ringleader may not challenge a Councilor for promotion again until the punishment ends, and the punishment may be terminated early if the sentencing Councilor sees fit to do so.
As always, none of this is written in stone; Malice in Wonderland is a villain group founded on the championing of chaos, anarchy and whimsicality.
