For Golden Age characters, I usually say as a rule of thumb - pretend you're a Jewish immigrant living in New York City in 1940. Only half your family has made it to America so far and you're awfully worried about that. You can sort of draw a little and so a buddy has offered you some quick cash if you can invent ten superheroes by Monday, and the costumes have to be simple enough that you can draw them over and over, eight-zillion times, while on your lunch-break from your day job. Bang out ten characters, and whichever one you think is the best one will be the one you try and get someone to put on a lunch-box so you can be rich and famous.
