Actually, the blonde girl with the two other guys when Power Girl worked at the coffee short may have been Star Girl, as the credits said.

Yeah, the threesome that came in was Blue Beetle, Booster Gold and Stargirl. I believe brown haired chick was CatWoman, though I doubt she played ina previous film.
