You don't need a Windower it's a feature under options. I am assuming your coming from FFXI :p

Either start the program using the -windowed switch on the command line (I think that works...)

or:

Start the program. Go to Options in the Menu. (Which is to the upper right of the screen, under the HP and Endurance bars) Select the Graphics tab, then look for the Windowed option. Turn it on.

Finally, you can use regedit (if you know how to do that) to change the windowed flag in the City of Heroes registry entry, or if you're not that brave, find the program "TweakCoH" which should be available for download out there somewhere. There's a Graphics tab in that program, and again there should be a Windowed option.

In case you can't find the Windowed option in the Graphics tab, it's one of the resolution selections.
Kinda original on the devs' part, huh? ;)
