According to the backstory, when Xan's powered got revered up by Galarius in the 60s, Xan froze over the entire world. Imp was underground battling Dr. Pox at this time and recieved an emergency message from one of Xan's old teamates (Golden Knight, I think - correct me, Xan.), alerting him to the problem.

So with the Sceptre of Kings, Imp bashes his way through the ice, finds Xan, and knocks some sence into the alien's head. Together, they send Galarius packing.
