Whatever happened to "feel free to add something to the base"?

Every time I have tried to do so, someone else has been taking up time with the editor so I just continued with regular gaming. Today, I finally was able to find no one using the editor but am now forbidden from adding anything. So the questions I have are:

Have I been blocked from doing anything? If so why?

and...

Are we out of money to buy stuff because certain people have been hogging the base editor?

Fixed fixed. Was on Middle rank and up.

And no idea how much Prestige is left, touching the editor makes me nervous :D
