Since post I5 i've been getting a lot of questions about my I5 build. And while elemental moon isn't what she used to be, she's still pretty rough and tumble.
Im more than willing to answer questions or take cirtisism, as long as it's nice. My builds do NOT work for everyone, its just something to give everyone somethign to think about and refernce.

Starting with resistances:
Your build has:
S/L resist: 16.5% + 54% + 11% = 81.5%
Elemental (Cold/Fire/Toxic?) resist: 22% + 15% = 37%
Energy (Energy/Negative) resist: 22% + 15% = 37%
I think you misplaced some slots in your build. If you 6 slot Temp Invuln + 6 slot Unyielding Stance + leave Resist Physical Damage at 1 slot, you'd then get 86% resist to S/L (66% + 11% + 9% = 86%). That gives you 3 slots to move around. Personally I'd put 2 in Dull Pain and make them all Recharge. You'd be able to double stack it. Since you're utilizing slotted Health (which I highly recommend, A+ choice) you'll regenerate health faster the more HPs you have. So basically, more HPs=Good/Double Dull Pain=Good.
That leaves 1 slot to put somewhere. I'm a fan of perma-Hasten, so I'd put it there TBH. I see you 6 slotted US with Recharge. I love it. 72 seconds down time with base 70% resist all, nothing beats it. Just a note on how I'd utilize it in PvE: Make sure you know when it's going to drop, when you have, say, 5 seconds left, eat 4 lucks. That will give you capped defense and ensure you don't bite it.
Is this a solo build? If you find yourself teaming often, I'm wondering why you'd take a PBAoE Sleep? I'd recommend instead to take Stalagmites. it's a ranged targeted AoE disorient. I love it on my Earth controller.
Just a few things I'll nitpick about: Why three slots in Taunt? I find prime numbers to be annoying, and really does that third slot really increase the effect that much? On my Tanker I use 2 taunt duration and 2 recharge. I'm guessing you use Provoke for additional Taunt to herd? I'm at work, so I can't really think of any other pool that might be more useful...
Other than that, I think it looks pretty solid. It looks like you're going for more of a single target damage tanker which is cool.

NOTE: This is all based on even level SOs. If you 50++ or better, the numbers will be different and obviously better. That said, if you're rich or have some way to aquire them, I'd say slot a Cytoskeleton or two in Invincibility, a Ribosome or two in Unyielding Stance, and the same with Temp Invulnerability.

Perma Dull Pain, Dione. I feel the extra HPs help with AVs and Psi damage.
(Er never nind you have that with hasten)
I feel your passives are overslotted, no bang for the buck with some of those. I have RPD 3 slotted which puts me well over the cap. TI is 6 slotted and UY too.
Too many slots in Unstoppable, IMO put a couple more in health.
I would take some slots out of taunt, and unstoppable and stick them in WA which is a good aggro generator (if I am to judge by whirling mace)
Definitely a solid build though!

This is my PvP build. I do a lot of toggles down fights with other tanks and scrappers. Which is my overslotting of RPD. The only chance I have in the arena against */nrg blasters is with unstopable. They drop my toggles and im SOL.
I'll totally look at both of your advice though.

My Invuln Tanker build for PvP relies solely on Unstoppable for resists. I didn't take Energies or Elements, nor did I slot TI or UYS. Double stacked Dull Pain does wonders. Activate US at the start of the match and it will be up at least twice during the match. What server do you PvP on?

I PvP on virtue :) It's where nearly all of my chars are. I'd love to go a round or two with ya if you want :)
