No, ok, heres what i really did:
I duplicated the background layer, put it over the original one, smacked some guassian blur on it, and lowered the transparency. It gives this nice blurry-but-not-quite effect. I found it by accident a while ago. :)
For the unusual colors, it was all in brightness/contrast adjustments. Surprisingly, i didnt even have to play with color balance.
