I was wondering (being fairly inept when it comes to computors) if it was possible to shirk this (http://img.photobucket.com/albums/v288/Bolero/garou_rockwin.gif) animation so I could put it in my avatar. Or if it could be made small enough to put into my sig and follow the guidelines and stuff.

Here's your image reduced to lower than max size of 19.5K. :)
It comes in at 17.6

My sig comes in at 53.9K. Your pic of 94.2K (191 x 183) might be okay as is for your sig though. Ask Poison about that.
