Found this while surfing around the main site. It is a handy little program.

and instructions on how to use it-

New Users
0. Launch City of Bindings.exe
1. In the [Bind Trigger Key] drop-down, select the keyboard key or mouse button to assign a command to.
2. If you want your bind activated by using a combination of keys, select a secondary key from the [Bind Chord Key] drop-down.
3. In the [Command #1] drop-down, select the first command you want to run when the bind is executed.
4. If the command chosen in step 3 accepts parameters, enter them in the [Parameters] field.
5. Repeat steps 3 and 4 for each additonal command you want to execute with this bind.
6. Click [Store Bind Data]
7. Repeat steps 1-6 for each additional bind you want to set up.
8. Click [Save All Binds]

Making edits/changes to mybinds.txt
0. Launch City of Bindings.exe
1. To load exisiting bind data, click [Load Bind Data] and browse to mybinds.txt
2. Edit an existing bind by selecting the bind from the [Select Existing Bind] drop-down
3. Make your changes
4. Click [Store Bind Data]
5. Repeat steps 2-4 for each bind that you want to change
6. To add new binds, refer to 'New Users' instructions 1-10.
7. When done making changes, click [Save All Binds].

How do I use them in game? Will the load auotmaticily?

To load a saved bind file, log into CoH and type "/bind_load_file [path]" where [path] is the path to the mybinds.txt file:
/bind_load_file c:\games\coh\mybinds.txt

Much as I love macros (JD has two for using Detention and PFF in groups) binds are better for one reason: bind_load_file. If macros could be defined to rotate through definitions, I'd use them.

Unfortunately, the program above doesn't use bind_load_file either. So most of my binds wouldn't work with it.

I mainly use binds to rotate my taunts. While I like the idea of a bunch of different sayings tied to macros in your tray, personally I don't like having more than one row in my tray. I also use the keyboard more than the mouse. So I actually have rotating toggles on certain keys so I don't have to put those powers in my tray, and can just put attacks there. And I have chatter bound to specific keys. (well, Alt+key, to prevent accidents...)

It's interesting to note, though, that you can use macros in keybinds. So I'm actually working on "universalizing" my keybinds, and using macros to make each character different. So I would define a keybind that executes the macro "Thanks" to Alt+T, and Jade Dragon would say, "Thank you, I appreciate that", while Blue Diamond would say, "Thanks, bud". I haven't gotten as far with this as I'd like, but give it time. :D

Yeah, I too prefer macros simply because I could never ever create binds that would work across all of my characters. Like, while they all have different phrases they use to express different moods (Swiftshrike's is "Natimbi, Qinimi, Barindu, Qvic, Txevu, Tacvi!" when she gets pissed, for example), they don't all use the same binds for the abilities that set them apart. So while each of my scrappers might use a key/key combo to do something, the same key/key combo would do something entirely different for one of my blasters. Macros work best for my text prompts and besides that, I keep two trays open at all times to handle everything else.

I tried using City of Bindings last year and came to the above conclusion real quick.
