What do you want to do?
You downloaded a mod and want to put it into effect?

What does it replace? Is it a new chest symbol? If it's a zip file there is probably a file path. You don't need to import it, you just need to place it into the proper override folder, which likely you'll have to make if this is the first mod your using.

Assuming it's a texture file that you have you need to create this path: data/texture_library\PLAYERS\AVATAR\Super_Shared\Emblem in your CoH folder and drop the file in there.

Basically just remember this fact. With this games archive system. For a mod to work, it must be cloned in folders matching the archive folder tree.
Common Folder Layouts
Capes:
City of Heroes/Data/texture_library/PLAYERS/AVATAR/Super_Shared/Patterns/Capes
Emblems:
Post above me
Weapons:
City of Heroes/Data/texture_library/ITEMS/Weapons
FX:
More folders than I care to list, as there are databases of these elsewhere.
Sounds:
Can't recall atm, I imagine they are broke up like FX.
Shared Armor Patterns:
Chest
City of Heroes/Data/texture_library/PLAYERS/AVATAR/Super_Shared/Patterns/Chest
Gloves
City of Heroes/Data/texture_library/PLAYERS/AVATAR/Super_Shared/Patterns/Gloves
Boots
City of Heroes/Data/texture_library/PLAYERS/AVATAR/Super_Shared/Patterns/Boots
Hips(Pants)
City of Heroes/Data/texture_library/PLAYERS/AVATAR/Super_Shared/Patterns/Hips
