Let's see...

Get Stone Fist 6-slotted. Half-assed slotting is no good. And Stone Fists is supposedly one of the few first attacks worth slotting.

4-slot Dull Pain with recharge.

Since you're going into the presence pool, I'd actually advise you to drop Taunt and get Provoke instead.

Don't slot Build Up. It's not really worth it. It'll recharge fast enough with perma-Hasten.

6-slot Conserve power with recharge.

Get any attacks you use 6-slotted. 1EndRed 5Dmg.

So how is this? Dropped Hurl Boulder. Cool looking but long animation, high end cost. 6-slotted Stone Fists, 4-slotted Recharge in Dull Pain, Took some slots from Build up and 6-slotted Conserrve POwer.

Looks totally decent. I'd perhaps make some small tweaks:

Just take Provoke instead of Taunt at lvl6. They do the same job. It's really just at higher levels that you really notice that Taunt is better, and by that time you don't really need Taunt/Provoke as much, since you have Ivnicnblity and punchvoke to hold aggro.

Consider getting 5 slots in Resist Energies and Elements. That will cap them if you use +3 SOs. Cap or not capped isn't THAT important most of the time, but it's nice to know that you're as protected as you can be.

Postpone either Heavy Mallet or Stone Mallet until lvl22. That way you get Stamina at 20. On my Inv/SS I took KO Blow at lvl20 and waited with Stamina until lvl22. That was the two most painfull levels I played with him.

Edit: Instead of postponing one of the Mallets, you could postpone Dull Pain. You'll really have to feel that out as to how good an attack chain you get with Fists and a Mallet. Do you need the third attack right away or can it wait? Many tankers don't take DP until the 30s btw.
